{"id":4571,"date":"2023-03-29T20:44:45","date_gmt":"2023-03-29T20:44:45","guid":{"rendered":"https:\/\/mysccar.org\/wpress\/?page_id=4571"},"modified":"2023-06-14T19:45:41","modified_gmt":"2023-06-14T19:45:41","slug":"local-agency-management-program-for-onsite-wastewater-treatment-systems-owts-update","status":"publish","type":"page","link":"https:\/\/mysccar.org\/wpress\/local-agency-management-program-for-onsite-wastewater-treatment-systems-owts-update\/","title":{"rendered":"Septic Disclosure Update"},"content":{"rendered":"\n<p class=\"has-medium-font-size\"><strong>Local Agency Management Program for Onsite Wastewater <\/strong><br><strong>Treatment Systems (OWTS) Update<\/strong><\/p>\n\n\n\n<p class=\"has-small-font-size\">May 12, 2023<\/p>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-9d6595d7 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:66.66%\">\n<p>Changes to a new Santa Cruz County septic system ordinance was approved by the&nbsp;Santa Cruz County Board of Supervisors, creating a series of requirements that seek to bring the county into compliance with state and local mandates..<\/p>\n\n\n\n<p>This&nbsp;<a href=\"http:\/\/www.mysccar.org\/upload\/files\/OWTS Disclosure Final document.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Point-of-Sale Disclaimer Document<\/a>&nbsp; has been finalized and will be required for all real estate transactions for parcels that are served by an onsite wastewater treatment system (OWTS)&nbsp;<strong>beginning July 1, 2023.&nbsp; This applies to all transactions that close on or after July 1, 2023.&nbsp;23.&nbsp;<\/strong><br><br>If repairs are identified on the sales inspection report submitted by the liquid waste hauler, the buyer and seller may jointly agree to a <a rel=\"noreferrer noopener\" href=\"http:\/\/www.mysccar.org\/upload\/files\/Transfer of Responsibility.pdf\" target=\"_blank\">Transfer of Responsibility<\/a>.&nbsp;<br><br>Things to note:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The liquid waste hauler pumping inspection reports must be performed within the preceding 6-month period prior to the date of the transaction.<\/li>\n\n\n\n<li>The pumping inspection report must be performed by a liquid waste hauler with a valid Health Permit and who is authorized to pump and inspect septic tanks.&nbsp;Please find a current list of providers <a href=\"http:\/\/www.mysccar.org\/upload\/files\/Pumper Companies updated 4-24-23.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">here<\/a>. <\/li>\n\n\n\n<li>The Disclosure and the Transfer of Responsibility forms must be submitted to Environmental Health by email to <a href=\"mailto:ENVPointofSale@santacruzcounty.us\">ENVPointofSale@santacruzcounty.us<\/a><\/li>\n<\/ul>\n<\/div>\n\n\n\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:33.33%\">\n<p class=\"has-text-align-center has-white-color has-vivid-cyan-blue-background-color has-text-color has-background has-medium-font-size\"><strong><span style=\"text-decoration: underline;\">Septic Point of Sale Update Event:<\/span><\/strong><br><strong>June 14, 2023<\/strong><br><strong>10 &#8211; 11:30 AM<\/strong><br>SCCAR will be hosting a Zoom update with the County and our LGR Chair. <br><a rel=\"noreferrer noopener\" href=\"https:\/\/mysccarportal.ramcoams.net\/Meetings\/Registration\/MeetingDetails.aspx?mid=d7f3de83-06e9-ed11-9ca0-00155d101072\" target=\"_blank\">Register<\/a><\/p>\n<\/div>\n<\/div>\n\n\n\n<p>Specific qualifications and licenses are required to design, construct, maintain, repair and\/or replacement of an Onsite Wastewater Treatment Systems (OWTS) in Santa Cruz County. Environmental Health (EH) has a certification program for Online System Service Providers (OSSP) and a registration program for liquid waste haulers.
