Plumbing Retrofit & Water Conservation
Santa Cruz County
In July 2013 the County updated its water conservation ordinance to better preserve the county’s water resources by reducing consumption. This ordinance applies to properties located in the unincorporated Santa Cruz County area (outside the City limits of Capitola, Santa Cruz, Scotts Valley, and Watsonville) that are not served by the City of Santa Cruz, City of Watsonville, or other public water suppliers who administer similar water conservation programs. All properties at the time of sale must retrofit water fixtures that do not meet high efficiency standards.

City of Santa Cruz
Effective March 11th, 2022 properties are no longer required to receive Water Conservation Certificates at time of sale. Any properties in the City’s service area no longer need to comply, even those located within the unincorporated county.
Soquel Creek Water District
The Soquel Creek Water District ended its Retrofit on Resale program effective June 1, 2018. A list of properties certified by the District’s program between February 2014 and July 2018 can be found here:

Watsonville
In January 2017 the City of Watsonville updated its water conservation program to better protect the city’s water resources, reduce consumption, and follow the requirements of State Bill 407. This update applies to properties located within the City of Watsonville and those in unincorporated Santa Cruz County that are supplied water by the City of Watsonville. All properties at the time of sale must retrofit water fixtures that do not meet high efficiency standards. At the time of sale, sellers must complete a Water Conservation Certificate for Property Transfers form, or alternatively, buyers may complete the Transfer of Responsibility to Retrofit form.
